Can engine be unlocked?

I have a 1999 Taurus. It has possibly ran out of oil and
engine locked. I think that's what the problem is. If oil is
put in will engine turn over?

If in fact the oil was low enough for the engine to seize, I wouldn't think it would start, but adding some oil can't hurt to try to get it running.

Odds are the engine is ruined. It would take a full rebuild to correct this problem.
