2003 Jeep liberty turn key nothing happens

My 03 liberty will not crank. I changed the starter switch and
the actuator pin.i turn the key all the way to on and nothing.
Battery is good. It will start if I manually push on the fuse. I
removed the outer cover from the black fuse and plugged it
back in. That's the only way it will start. What am I not
seeing?

I actually answered my own question. I retraced my steps and went back to the 15a fuse. I replaced that and BAM....it started right up. Thank you for replying
