AC not blowing cold air

AC not blowing cold air on 2003 Jeep Liberty. System pressure is normal, but compressor clutch will not engage. I have two diagnoses from two different mechanics, one says compressor is bad, other says the relay switch is bad. Would the compressor being bad influence whether or not the clutch will engage?

first of all is there power to the a/c clutch....
