where in the fuse box is the fuse for the fan/blower on 2005 jeep liberty

I can locate the fuse box on my 2005 jeep liberty but I can't tell which fuse controls the
blower for the air / heat

What exactly is the problem you are having?? Sounds like you may have a problem with the Blower Motor Resister which is located under the glove box, if it is a control issue.

1 by the drivers door 1 under hood.

When I turn on the air conditioning or heat it only blows air when it's set on the highest number (#4)

So I bought a new blower resistor and put it in but nothing happened air and heat still barely blows from fan what else could it be

The air conditioning and blinkers only work when they want to. Is this an electrical problem?
