i tried to change my starter on my 99 contour, 2.0, and after many frustrating hours my car now whistles when i turn the key but the motor doesnt turn over. wondering if any1 can tell me where i erred

Sounds like you pinion isn't engaging. You will probably need to remove the starter again, but be sure the pinion has full throw as you spin the starter on the bench or driveway. Use jumpercables to do this with. If the pinion goes all the way to the end, put a couple of drops of oil on the shaft and reinstall. Make sure pinion lines up with flywheel.
