Why does negative  battery cable burns up within 5
mins of runninh has new alternator  and starter

Sounds like a short. May have the cable on the starter touching something. Take the ground off, and put it back on watching to see if there is a big spark. If there is, then there is a short somewhere. Make sure battery connections are clean and tight.
