Heater display module not working

I have a 91 chevy silverado and the heater control module
will not light up. Neither will my dash lights and the radio
lights go out when I turn on headlights.

I checked wires behind the module removed the connector and straight wired the wires. Behind the glove box there were some wires that were melted together. I straightened all that up and straight wires thos as well. Bought a new dimmer switch and replaced it as well. Still no heater . Idk I feel like it may be a bad ground or something its really hard to see the back side of the fuse box but all the fuses check out good with a test light.

Also the harness connector for the heater module has power and will click one of the relays when i ensert the test light in one of them.
