What does it mean to have antifreeze oil mixture on the
valve covers itself but not on the valves

The valves are internal. Anti-freeze or oil would burn past the valves. Oil and anti-freeze on the outside of the valve cover would be a leak from a coolant hose, or intake manifold, the oil would be from the valve cover gasket more than likely.
