2004 2.2 echo tech cavalier All of a sudden
my volt meter on my cap for my system
says 14.6 V is it normal for this car or can I
get a voltage regulator for it so hurt my
amp and subs?

Shouldn't cause a problem cap just stores power it only supplies what is needed. Audio system still runs off battery cap just acts as a buffer to ensure battery doesn't draw over its rating. A fully charged battery would run at 14.7 volts not 12 so if your cap is at 14.7 volts I would say it is working perfectly and you have very good connections and no corrosion.
