front wheel issues

A dry, vibration like hum from front end, seems worse after driving awhile. When I jack up front end and spin wheel (either side) they dont seem to spin as freely as back wheels when rear end jacked up and in neutral. I have a rear wheel drive. almost seems like brakes arent releasing like they should, but plenty of pad left on brakes. No wiggle on wheel when I pulled on wheel to check bearings. any thoughts?

iv been through this trust me it is one of your bearings, they dont seem to wiggle when they are fried
