99 gmc suburban slt c1500 code p1351 only under wet conditions

So I got this truck 6 months ago and have had no luck
finding a fix 3 mechanics couldnt twll me what is wrong. Or
cant replicate problem. Only happens when wet or raining
for several hours. Will start and stall, but runs fine if dry out
and starts like a new car in dry days. Have done new coil
new ignition control module new rotor new distributor cap.

Ran code reader for my first time ever got p1351

Please help so many possibilities and this is truly 1st
serious mechanical venture besides brakes and dropping
out a radiator and fuel pump on other vehicles

Go to the ignition module and measure the voltage om the black/white wire with the key on.. it should be a very low millivolt ground
