I am taking apart to Rebuild the carburetor I noticed in The base of the carburetorI or Manifolds Intake I see a butterfly valve.I suck air through the vacuum valve bat Doesn't close.What do you think it's supposed to close under vacuum?

I believe that is your vacuum actuated secondary. Low vacuum would open it. High vacuum when you are at light throttle would close the butterfly.

F_O_R is correct. And looking at the photo shows that applying vacuum to that diaphragm would pull on that linkage and close that secondary until you are at full throttle and low/zero vacuum. Replace that leaky vacuum diaphragm.

Try a vacuum pump on the solenoid. If you can get 17 inches of vacuum on it, it should close.
