It means the vehicle was deemed a total lost by the insurance company due to accident, flooding, etc. Basically the vehicle was too expensive to repair based on the worth of the vehicle. Some mechanics or auto body shops will buy these cars for cheap, repair them, apply for a new title and resell them for a profit. I personally would not buy one. Unless the repair was done properly and checked over by your own mechanic and you will want to drive the car into the ground, because reselling one, no one will give you much for it due to the history.
