What is the problem with my 1983 dodge ram pickup truck D150? When I turn the head lights on, all of my gauges go to the high end, my left blinker stays lit on the dash & my dash lights go out.

Had wiring done already. Problem
started again. Turn off headlights, all
gauges return to normal position. The
driver's seatbelt also buzzes when it's
not clicked. It's never did this before.
Headlights off, no problems.
Headlights on, all kinds of problems.

Definitely a bad ground. Most likely for the instrument cluster. If you have an aftermarket radio be sure it's properly grounded as well. HTH. -Jim
