On my 2012 Dodge Journey the code was reading
Cadillac converter below threshold Bank 1 Bank 2 I
change the O2 sensors and the check engine light
is still on what could be the problem

What is the 4 digit code you are scanning? An O2 code doesn't mean to replace the sensors. There is usually something else going on, like a vacuum leak, or ignition issues.
