how to replace fuse in 2012 ford fusion

Fuse for axu. power fuse is blown  [cig. lighter]  I located the fuse block, But I can't get to the fuses. Does the panel under the stearing coluem come off ?

yes the panel comes off but it shouldnt have to be removed to access the fuse.
