how to check the antifreeze in a 2009 Chevy Cobalt

You should be able to check the level of the antifreeze by just looking at the coolant recovery bottle. I believe the "Radiator cap" in your car is the screw on lid to the coolant recovery bottle. As for checking the effectiveness of the antifreeze, you can buy a little antifreeze checker at any auto parts store or places like Walmart for a couple of bucks.
