Has gas and new battery why won't it start

Ran out of gas and then battery died trying to
start the car. I replaced the battery and put a
quarter of a tank in it. I have fuel at the rail
but the car only cranks won't start

Most likely the fuel pump is burned out. The gasoline flowing through the pump cools and lubricates the pump. Without any fuel flowing through the pump can and often does burn out very quickly! Try hitting the bottom center of the gas tank a few times with a hammer. If this gets you going it's definitely the fuel pump! Hope that helps! Jim
