Would the radiator fans not working cause
the water to boil over in the reservoir and
overheat

More than likely it is a bad thermostat, or a bad water pump.

Yes most definitely!!!! Todays cars dont get the airflow they need and if the cooling fans are not working then the air flow will be limited when its need. Replace your cooling fans they do not cost that much and it could save the engine in your car!!!!
