I'm going to buy a 2003 Cadillac DTS with 138,000 miles
for 1400 in decent shape is that a good deal

Sounds like a good deal. Find out why they're selling it for that price and keep in mind that any time you're buying a used car, it's a mystery package. Bring along a friend that has mechanical knowledge (if your mechanical knowledge isn't up) and get their opinion.
