License plate light out on one side only

I replaced both bulbs and one does not light up.  I switched the bulbs and still
the one side does not light up.  Could this be a fuse or could it be the wiring?

A fuse is not the issue. Probably the socket is corroded and needs cleaning. A damaged wire is also a possibility. You can use a multi meter to check for power and ground at the light bulb socket.
