2007 chevy cobalt toggle switch?

07 chevy cobalt bought used and there is a toggle switch
you have to pull out on the left side of steering wheel on the
dash to start the car. And don't know which part I need to
do way with toggle switch so I can start car normally

It's probably bypassing something that's broken. Any auto electrical repair shop will easily be able to restore it to how its supposed to be. May cost a few bucks but it will be totally worth it. Mickey Mouse repairs like that always eventually lead to further problems.
