why does Fan does not turn on when car gets hot but turns on when car is off?

I believe it is because when the engine is running, it is still circulating the engine coolant and there is also a chance that since you are driving, you are getting air over your radiator/engine just from moving. When you stop the fan kicks on to help the engine cool down without the help of the circulating coolant.
