Will crank but not turn over

Okay I have already changed distributor, check fuel
and spark in all four bright blue on all four. Even
traded out the main relay from my 1999 one long
story there. But still nothing it acts like it wants to
start but nothing it isn't the stater I know thy sound
new plug wires and all as well. It is a B18 motor 5
speed manual transmission. Doesn't sound like it
isn't getting compression but testing that with
tester tomorrow to be sure but open to
suggestions please.

Worth noting battend is good and has new terminals as well and plug wire's and such. It went in for a brake job and freon charge they did the brakes pulled it out to do an oil change for another guy pulled my car back in the shop shut it off got the freon came back went to turn it on and nothing.

take off the oil cap and have someone crank over the engine, if you don't see the cams spinning when the starter is engaged.... timing belt broke.
