5 year replacement of Serpentine belt and radiator hoses.Necessary? 2006.5 Optima

I have been advised that after 5 years all cars should have those items replaced.My Optima has around 45K on it and this kind of preventative repair is very expensive.Does anybody out there in cyberworld do this to their car,and secondly which would be more important to do first.Hoses or belt?
I want top add that a 2006.5 is in reality a 2007

replace both at 35,000 to 45,000 miles.timeing belt at 80,000.hope this helps.
