1990 Chevrolet k1500 tail light not working

My 90 Chevy k1500 tail lights do not come
on when turned on.  I have no brake lights.  
The blinkers and flashers work but slowly.
If the blinker or flashers are on and the
brake is applied the bulb burns steady until
the brake is released then it continues
slowly flashing   I have checked the fuse
panel and all seems well.   Please help

there may be a corroded ground wire for the bulbs in the back , a multi tester would tell you if there was power/ground to these circuits
