Changed coil packs but cylinders 2&3 still
won't fire what do I try next

Is it a 4 cylinder ? Have you confirm that the coils are firing ? It could be the ignition module. Maybe check compression in those cylinders. It could have a blown head gasket between those cylinders if it is a 4 cylinders. It could have clogged or bad fuel injectors as well. You need to do some more checking
