Heater is not changing from defrost to bi level

I have a 1993 Buick laSabre. The heater will be on defog or defrost. When I push the button to change the air flow to heater for bi level the air will not blow out the dash vents even though the light on the heater module says it on bi level or heater.

CHECK THE SMALL VACUUM HOSE THAT RUNS FROM THE ENGINE TO VACUUM BOX ON THE FIREWALL ABOVE THE BLOWER MOTOR.
