Why won't my 93 Chevy suburban shift gears

My 1990 my 1993 Chevy suburban four-
wheel drive will not shift out of first gear I
go from first to second will not shift go
from second to drive it will shift then for
nothing

IF ITS NOT LOW ON FLUID IT COULD BE THE FILTER NEEDS REPLACING OR THE MODULATOR VALVE OR A MORE SERIOUS TRANS ISSUE
