I have a 2006 subaru impreza and every time my check
engine light comes on my cruise control light will blink and
not function properly.  What is the reason behind that?

It is notifying you that something bad could happen to your catalytic converter. Google 2006 subaru impreza flashing cruise and you'll see several results
