Can you replace the steering
column from a 1999 with one
from a 2002?

I would say yes but I would thoroughly inspect the one in the 99 car that you have and compare it even part numbers to the one that you're going to get out of the junkyard to make sure the whole patterns match xcetera you might want to check with the dealership to be sure.
