Why is my vehicle idling high?

1995 Chevy suburban k1500 will idle high most of
the time. Between 900-1200rpm on the lower side
when warmed up. Sometimes it will idle 750
properly. First startup in the morning feels like it's
struggling to get speed. Drive for a bit and then
restart the vehicle then it will sound right and get
the power but still idle high. No check engine light.
New spark plugs, spark plug wires, cap & rotor, egr
valve. I have a new fuel filter as well that I need to
replace.

Intake vacuum leaks ? There's a smoke test or you can slightly pressurize the system to see if air is escaping with some soapy water , You'll have to block the TBI inlet somehow either way
