If price doesn't matter? Why are you using the caprice as the base vehicle? I am assuming you want a 'sleeper.' If you are wanting a 'sleeper' and want to keep everything under the hood.. I would say run a twin turbo setup on one of the LSX motors with custom ECM so you can dial in performance. That car though would need sub frame connectors and a much beefier rear differential.
