air cond full  freion still no cold air pipes gets frosty

there is a delicate balance between evaporator and condensor...if the drain is blocked and the moisture cannot exit the condensor "cask" will pool up...have some one "PIN" blast the exit tube~...frosted condensor would indicate lack of charge (or is it too much charge)...well if it was charged recently....let some out of the shroeder valve~
