Where is the multifunctional switch in a 1999 Chevy Cavalier

headlights dont work. just the flood lights do

On the steering column, most cars you have to remove the steering wheel and column covers to gain access to them. Check the main fuses under the hood in the power distribution box. There are some just for headlights.
