what is the culprit? have to get it inspected soon and need a horn to do it.

Do you have a FOB? Sometimes when the battery (FOB) is going dead, it'll set off the panic/alarm in the pickup. Keep the fob away from the pickup n see what happens.

Possible steering column issue, horn button, horn relay or clock spring.
