1999 F350 key turns everything lights up, wheel did not lock. all battery ect good.

1999 7.3 F350. WHEEL DID NOT LOCK WHEN TURNED OFF,
THEN KEY TURNS, DOES NOT EVEN CLICK. EVERYTHING IS GOOD ON DASH, BATTERYS GOOD. STARTER GOOD, HAD REPLACED TUMBLER PRIOR YEARS.  CAME BACK NEXT MORNING FIRED RIGHT UP ??
2ND TIME.  WHEEL LOCK? TUMBLER ? RELAY SWITCH?

add: yes key was removed. time to leave. put key in. it turned. dash lit up. bells went off, but no click even. i tried neutral , back to park. adjust steering wheel. notta.
