2002 tracker brake reservoir allways low

keep finding a leak at the lower front end.
and my brake reservoir running low

Are the rims wet with fluid?

thats the funny thing they are not wet,i just did the front brakes thinking it was that.its a slow leak,i have to put brake fluid like every three weeks.
