This is a common problem with the new evap-return has pump nozzles. Most likely, the charcoal canister above your tank is clogged. There is a line that feeds evaporated fuel from the top of the tank, into the canister, and out (so the tank doesn't burst on a hot day). A plugged canister still lets pressure out, but not at a rate that is compatible with modern gas pump nozzles. Try getting fuel early in the morning (when the gas in the tank and in the underground tanks is the coolest), and only set the nozzle at the lowest setting. It takes a bit of time, but it's cheaper than dropping the tank and replacing the canister.
