I have no break running lights or dash board lights. I have changed all fuses under the hood and by the steering wheel. Can someone please tell me what else to try??

It sounds like the switch for these lights is not working and that switch is is located in the steering wheel

    According to the owner's manul, a 2003 Toyota Corolla CE has a fuse panel under the dash board. However I could NOT find it at that location. Does anyone help me for it ?
