Check the wiring harness in the left Trunk Hinge area. This is an area known to be a problem on some Camry's. The wires break then short causing a blown fuse.

If the wires and fuse check out good, you may also have a bad brake pedal switch. Check to make sure that when you hit the brake pedal, all of the brake lights are illuminating. I believe if the center brake light is burned out in the back window, that will also stop the car from going into gear.
