Rough idle intermittently

I have a 1998 grand am that will
suddenly start idling rough now and
then  , if I can gun it in neutral it
jumps to 4000 rpm then slowly goes
back to normal  , no check engine
light

Been quite a while , I don't know why it shows no codes , the check engine light does work to

Took the car in told them to do an engine diagnosis , they said it needs mass air flow sensor , spark plugs , water pump , the dealer charged $207 just for diagnosis and said labor and parts would be $1200 , water pump alone would have been $900 , this was at the dealer , I know a mechanic that said would charge $500 less , dealers are a rip off
