car won't start

2004 Jeep Grand Cherokee won't crank. Has been sitting for a few months, was running when parked. Will turn over but won't crank. Volt meter only going to 9 and the fuel relay and BCD? relay are clicking.  Where to start

Have you tried jumping it? With only 9V I'm surprised it even cranks. Jump it and hit it with a spritz of starting fluid. If you suspect a relay is bad swap it out with a similarly rated relay.
