How do I fix my engine Overheating Issue? and AC blowing hot air issue?

So I can not figure this out. I drive my jeep for 10 min. to work, at 50 mph.
Then when I get downtown  in slow traffic and red lights, my jeep stops
blowing cold air out the AC and the needle slowly rises from the operating
temp 195-200 degrees to 235-340 degrees. If Im cruising along fast (45-
60) the ac is working fine and engine is at normal operating temp. but when
i get into slow traffic or red lights, the air blows hot and jeep starts to
overheat?
I have replaced in the past 6 months- Head gasket, Water pump,
Thermostat, Temp Sensor, Radiator and hoses, Fan, New coolant, Belt
tension-er, Compression check on spark plugs are good ,all at 170 PSI.
All vacuum lines looks solid and only thing leaking is my rear main seal.
what do i do to fix these two issues?

CHECK TO MAKE SURE THAT A RADIATOR HOSE IS NOT COLASPING...WHEN YOUR CRUSING THE MOVING AIR FLOW THRU THE RAD. COOLS IT OFF... DOES THE RAD. CORE NEED TO BE RODED OUT/ REPLACED... AND THE FAN MANUAL OR ELECT?? IF MAN PUT A 10 BLADE ON IF ELECT TRY AND ADD A PUSHER FAN...?

my hoses are new. I have one electric brand new fan in the shroud.

Check if you fan is running in the right direction just had the same issue with mine place a paper towel in front of the radiator if it gets sucked in to grill and radiator fans correct if not that's the problem switching the wires around at the connection point if you had to clip the connector like I did off the fan to connect the wires switch the two wires at that point and test again all re wiring should be done with the jeep off let me know if that help
