More than likely the electric actuator is shot. You need to test it before purchasing another. But, I'm betting that's what it is.

    On my 2000 jeep grand cherokee laredo v8 the driver door will not lock or let windows down and i replaced the master driver switch but didn't work. Also my other doors cannot let windows down.
