Sounds like an ignition problem setting off a limp mode , I'd get it fixed before you burn a valve or something

The truck's twenty years old and likely has the original ignition wiring. Often, and I mean most often, when you have this kind of problem, it's plug & coil wires that are brittle and cracked. They allow moisture to migrate inside and interfere with firing. Try this: on a dry day, find a dark place and spray a mist around your running engine. You'll see sparks moving between wires and grounds.

Yep sounds like your ignition wiring is in need of replacement, better check those coil towers for carbon tracks.
