Can abs stop vehicle from accelerating

It's not your abs it'll be something on the same circuit or that borrows readings. Like tps can throw abs codes in some instances .. your pcm is quite sophisticated lol. It takes readings off your abs speed sensor for more than just your speedo. .. i imagine this is your problem abs speed sensor. Test it.. if faulty replace it.. but you did ask a very broad question. And I'm definitely assuming I know your issue based on experience with gm trucks.. lol I could very likely be wrong.. more info is better my friend

No, if you are having a hard time accelerating and it feels like your bakes are applied, it could be the rotor(s) is locked up or frozen...
