2009 aurion overheating

When on the highway, with air con on high, my
2009 aurion overheats - but if I then turn a/c off car
starts too cool straight away - very annoying.
Do you think is a relay ?

No, when was the last time the condenser for the radiator cleaned? I mean really cleaned, a deep cleaning...also check to see if you fans are coming on at operating temperature
