My 2002 Toyota Camry LE heater only blows warm while im driving. when im sitting still it blows cool air. what could the problem be?

Was just reading on toyotanation.com about toyotas having a valve in one of the hoses going to the heater core. If it's not fully opening you will have a no heat issue at idle. Inspect the hoses coming from the heater core for the valve. Some are in the engine compartment along the fire wall and in other models it is behind the dash hooked to the heat control knob.
