steering issue on a ice cream truck

So i test drove an ice cream truck and
besides it smoking which the guy said he
just put in a new carburetor it just needs
adjusted? It was soooo hard to turn when
driving i had to put all my weight in to it i
know it doesnt have power steering but it
was crazy hard ..he said he just put a new
steering gear box ...help

if your getting it for a good price thats one thing....smoking?? what color? steering.box to tight?tires to big? low on air...anything can be fixed....

Smoke was white. And i think the price was good $6500 the guy just wasnt really bein helpful with what i thought was important he just said everything wss normal
